As seems to be the theme with Chaplin films, A Dog's Life is more of a series of scenes than a true story. Those scenes are hilarious and heartfelt, but there isn't any through line narrative. That said, this is another home run from Chaplin. Somehow is simple humor is timeless and hits a lot more consistently than most contemporary comedies. I do wish they had been gentler with the dog though.
