It's a 2010's live action Nickelodeon film, so I think we all know what to expect. It's so unbelievably predictable that 10 minutes in, anyone could guess the rest of it. The acting is awful, the script is awful the pacing is all wrong, everyone makes wildly illogical decisions, this is a terrible movie. What is does have going for it is some serious "good bad movie" moments. Simple things like the editing, which offers plenty of moments where characters change clothes in the middle of a scene or objects disappear because no one making this movie cares, make for hilarious moments. None of the comedy works, but their are tons of unintentionally funny things that make the hour-ish run time bearable. Maybe a kid between 6 and 8 might find it legitimately funny and enjoyable, but anyone older will only be able to find joy in the sheer incompetence of everyone involved. Rufus feels like it was written and directed by a computer and the entire cast was clearly chosen on their potential to grace the cover of Tiger Beat (or whatever they have now) and not actual acting ability or charisma.
